Sarah McQuillen
Co-Founder & Director
Sarah has 20 years' experience in urban planning, working with major developers, investors and government agencies on projects across Victoria.
Antony Duffill
Associate Director
Antony is a planning consultant with almost 20 years of experience working as a town planner and property advisor on complex projects.
Daisy has nine years of experience working on a range of planning projects in both Victoria and New Zealand. She has extensive experience in both statutory and strategic planning (particularly in the greenfield context) including preparing strategic plans such as Precinct Structure Plans, Revitalisation Plans and Urban Design Frameworks.
Keaton is an experienced urban planner who joined Echelon Planning in September 2024. Keaton has previously worked in the public sector as a statutory planner, managing planning applications, collaborating with stakeholders, and ensuring compliance with planning objectives to facilitate planning outcomes.
Jarrah is a highly motivated urban planner who joined Echelon Planning in August 2024. With a diverse background spanning development, sustainability, and circular economy, he offers a well-rounded perspective on urban planning, with expertise in project management, sustainability, innovation, and stakeholder engagement.
Mark Woodland
Co-Founder & Director
Mark has over 30 years of experience in the planning and development sector. He has held senior positions in both state and local government, as well as in the property industry.
Julia Abbinga
Principal Urban Planner
Julia has been working with Echelon Planning for over 10 years, where her work includes development facilitation for masterplanned communities, residential infill as well as assisting with the preparation and implementation of planning scheme amendments and PSPs.
Michelle possesses a strong foundation in statutory planning developed through eight years of working in urban and regional Councils on a range of complex planning permit applications and appearing at the Victorian Civil and Administrative Tribunal and the Building Appeals Board.
Daniel recently graduated from the Master of Urban Planning and Design course at Monash University. Through his studies and work at Echelon Planning as a student planner, he has developed fundamental skills in statutory and strategic planning, including policy research, map-making, GIS analysis and navigating Victoria’s planning schemes.
Amanda Oakley
Office Manager
Amanda has extensive administrative experience within the property and construction sectors. She enjoys multi-tasking and working with people.
